POSITION                            : EXECUTIVE, PROJECT & TECHNICAL

REPORTING TO                 : MANAGER, PROJECT & TECHNICAL

RESPONSIBILITIES

  1. To provide full secretarial and administration support to Engineering department.
  2. Organize and maintain proper project documentations and filing systems to increase job efficiency.
  3. To coordinate with relevant consultants, contractors and authorities pertaining to project activities.
  4. Ensure a smooth calling and closing of tenders and quotation and awards of contract according to the required timeline.
  5. Assisting in checking of draft tender document, attending pre-tender meeting, tender interview.
  6. Preparation of Letter of Appointment / Award of Consultants and Contractors when necessary.
  7. To assist the Manager of Engineering & Project in coordinating, monitoring and upkeep project progress of work from inception to completion.
  8. To assist the Manager in supervising daily operation of Interceptors, attending weekly / monthly meeting, ensure weekly / monthly / quarterly / yearly maintenance works is completely done by vendor/supplier according to the schedule
  9. Assess promptly progress claim and variation order claim submitted by Consultants / Contractors and to verify and obtain approval.
  10. Perform any other duties, tasks or assignment which will be directed / assigned by Head, Project & Development / Superior from time to time.

REQUIREMENTS

  1. Candidate must possess at least Bachelor’s Degree / Post Graduate Diploma / Professional Degree in Civil Engineering or equivalent.
  2. Required language(s): English, Bahasa Malaysia.
  3. At least 3 year(s) of working experience in the related field i.s required for this position.
  4. Preferably experience in water resource management and flood mitigation.
  5. Excellent in communication skills in both writing and verbal.
  6. Intermediate / Advance in Microsoft Words Excel & PowerPoint, Microsoft Project, Autocad would be advantage.
  7. Must be self-motivated, multitask, independent, details-oriented, resourceful and responsible person.

The Subject Matter Expert (SME) will serve as the project’s full-time technical lead for the Integrated Water Resources Management (IWRM) Unit. The scope of services and responsibilities are as follows:


RESPONSIBILITIES

  1. General Scope
  2. To provide expertise in his/her respective field of expertise;
  3. To provide technical assistance to the company and/or consultant in proposal development and other related issues;
  4. To advice on the requirement and appointment of associated partners (consultant, contractors, developers, etc) based on project needs and provide recommendation based on the analysis prepared;
  5. To monitor approved project proposals in the forthcoming finance year and report to the Managing Director on corresponding challenges;
  6. To resolve issues relevant to project deliverables within his/her area of expertise.

Pre-Construction

  1. Appointment of consultant(s):
  • To review the Terms of Reference (TOR) and Scope of Works/Services of consultant.
  • To assist in evaluation process for the appointment of consultant.
  • To recommend the most competent and reputable consultant;
  • Supervise the work of the consultant to ensure accountability and deliverables according to the job role and responsibilities;
  • Coordinate technical discussions/meetings with the consultant from time to time or when required;
  • Ensure the timely and quality completion of technical deliverables and reports by the consultant;
  • Provide support to LLSB in supervising short- and long-term consultant including the elaboration of Terms of Reference, managing the consultants’ work and ensuring quality delivery;
  1. Design Stage:
  • To provide technical expertise and strategic guidance to all project components and support the consultant and/or Project Manager in the coordination of the implementation of planned activities under the IWRM project as stipulated in the project document/tender;
  • Oversee development of design works and ensure the design process must be in line with the work plans and budgets;
  • Advice consultant on designs and provide mentoring support to ensure quality designs;
  • Review technical drawings and plans, Bill of Quantities (BQ) and specifications of each item and materials proposed, the implementation plan proposed by the consultant and suggest improvements, if necessary;
  • Coordinate and participate in regularly scheduled meetings during the design stage to provide input to the process.
  1. Tender Stage:
  • To provide technical advice and expertise on tender process (i.e: preparation of tender documents, drawings and etc);
  • To assist in evaluation process for the appointment of contractor (s);
  • To recommend the most competent and reputable contractor (s) in terms of technical and commercial.
  1. Statutory Approval:
    • To observe and assist the consultant in obtaining the relevant approvals/permits.
  1. Construction
  • Supervision of construction work undertaken by contractors including review and approvals of on-site designs, measurement of quantities, as-built drawing, health & safety measures;
  • Observe a full compliance during the entire project duration;
  • To assist the preparation of progress reports;
  • Participate in and contribute to planning processes;
  • To give technical advice to consultant/contractor(s) regarding on the technical matter and to facilitate if any problems or issues arise;
  • To provide management, direction, coordination and control of all work associated with project schedule, budget, consultant / contractor(s), technical quality and monthly progress reports and invoices;
  • To provide advice on best suitable approaches and methodologies for the timely achievement of project targets and deliverables;
  • Make recommendations to Client for more effective implementation and coordination of project activities, if necessary.

  1. Minimum Degree level in Civil Engineering discipline or equivalent
  1. Minimum 15 years’ experience in water resources, environment, and construction project-related works with minimum 5 years at the Managerial level.
  2. Must be registered with the Board of Engineering Malaysia (BEM). Professional Engineer (P.E) will be an added advantage.
  3. Demonstrable experience in leading engineering projects with a proven track record.
  4. Ability to add value, reduce costs and make business improvements in construction project-related works.
  5. Experience in operating and influencing at a strategic level.

RESPONSIBILITIES

  1. Responsible for Reviewing Work Program and monitoring Site Progress to ensure timely completion of the project.
  2. Monitor construction progress.
  3. To manage the Quality & Workmanship of construction works.
  4. Monitor construction cost to ensure the project implemented is within the budget.
  5. Attend all Site Meetings and necessary meetings whenever necessary.
  6. Seek approval for any Variations and monitor Progress Billing for respective components.
  7. Ensure procurement of all Authority Approvals.
  8. Review construction drawings, identify and prevent problems before occurring.
  9. Carry out design coordination whenever necessary.
  10. Monitor authority submission and timely approval.
  11. Coordinate and resolve site matters to ensure timely completion of the project.

POSITION                              :           MANAGER, STRATEGIC PLANNING & INVESTMENT                                                                                  (CORPORATE FINANCE)

Responsibilities :-

  1. Responsible for the overall financial operations ensuring timely preparation of financial reports and project costing, manage budgeting, forecasting tax planning and cash flow.
  2. Formulate short and long-term financial goals to include financial planning, forecasting, financial modeling, asses the company financial viability of potential projects, merger and acquisition due diligence/ acquisition valuation analysis.
  3. Design equity/debt funding strategies to raise fund for the development projects and arranging banking facilities.
  4. Prepare papers and proposals for presentation to The Top Management and Board of Directors to attain direction and decisions on corporate and investment matters.
  5. Engage with internal auditors on specific internal audit exercises.
  6. Engage with external auditors to ensure smooth closure of interim audit and sign off of year-end audit for the Group.
  7. Formulate Capital Strategy, Planning & Management to maintain sufficient capital at all times to meet its business and operational requirements including contingencies assessment based on different scenarios, business model, risks profile and stress test environments.
  8. Support in special projects/initiatives where deep-dive analysis or project/initiative execution on a certain business/subject of concern is required. Advises all parties on corporate planning matters to meet the expected quality standards and completeness of the plan.
  9. Prepare papers and proposals for presentation to the Top Management and Board of Directors to attain direction and decisions on corporate and investment matters.
